Packaged as nrl-text-to-phoneme in signed commit github.com/htayj/guix-channel@21681af95c. It installs the Perl command and three rule tables with an absolute default rules path, runs the four upstream paper-derived test vectors, and passes an installed smoke test. HELLO WORLD produces /HH//EH//L// //OW//< >//W ER//L//D//< >/.
