The exact parent LICENSE at github.com/EpicGames/raddebugger@08d25fa39d/LICENSE grants MIT rights for Epic Games Tools. The exact tree has no .gitmodules file and no Git submodule entries. License evidence found inside that fixed parent origin is: src/third_party/blake3/{asm,c}/LICENSE (CC0 1.0 or Apache-2.0), src/third_party/xxHash/LICENSE (BSD-2-Clause), src/third_party/sinfl/sinfl.h and src/third_party/stb/{stb_image.h,stb_sprintf.h} (MIT or public-domain alternatives), and src/third_party/zydis/{zydis.c,zydis.h} (embedded MIT grants).
